Cuyahoga County Dog Licensing Overview

Cuyahoga County — home to Cleveland, Parma, Lakewood, and over 50 other municipalities — issues dog licenses through the County Fiscal Office. The annual fee of $16 is among the more affordable in Northeast Ohio, and follows the standard Ohio structure: the late penalty equals the annual fee, automatically doubling your cost if you miss January 31.

All dogs three months of age or older are required to be licensed under Ohio Revised Code § 955.01. Licenses are available starting December 1 each year and must be purchased by January 31 to avoid the penalty. Multi-year options (3-year and permanent) are available for dog owners who want to reduce annual paperwork.

The Cuyahoga County Fiscal Office is the primary in-person location. During the December–January window, satellite agent locations are available throughout the county — check the Fiscal Office website for the current list. Online purchasing is available through the county's authorized portal.

FAQs — Cuyahoga County

I live in Cleveland city limits. Do I still license through the county?
Yes — dog licensing in Cuyahoga County, including all cities within its borders (Cleveland, Parma, Lakewood, etc.), is administered by the County Fiscal Office. There is no separate city-level dog license in Cleveland.
Is there a senior or spay/neuter discount?
Cuyahoga County does not offer a separate discount for spayed/neutered dogs. Some Ohio counties do offer senior citizen discounts — check the Fiscal Office website for current eligibility programs.
My dog's license expired last year. Am I in trouble?
You should renew as soon as possible. You'll owe the current year's fee plus the late penalty ($32 total). If your dog has been unlicensed for multiple years, each year is a separate violation — contact the Fiscal Office to discuss how to come into compliance.
